consistent policies aimed at reducing the number of Palestinians
living in Jerusalem.
"[T]he Israeli government redrew the boundaries
of the Jerusalem municipality to include as much undeveloped West
Bank land as possible, thus providing sites for construction of
housing for enough Jews to offset the Arab population of East
Jerusalem. However, some Arab villages which had belonged to
Jerusalem according to the Jordanian authorities who
governed East Jerusalem from
1949-1967 found themselves excluded. In this way, the Israelis hoped
to 'Judaize' Jerusalem,
crushing any Palestinian hope of regaining control even of
East Jerusalem to make it the capital of a Palestinian
state."
